The incumbency rate in the house is ninety five percent, creating an absurd, permanently entrenched class of legislators that the founders never intended and would certainly have abhorred. Every ten years, they use the power of drawing districts to further fortify their positions and make themselves unanswerable to the people. This is a nonpartisan issue, it is not about republicans or democrats but the will of the people versus the will of the few. Only by isolating this process from the political sphere, whether through the use of computers or bipartisan panels of judges, will we ever fully realize government by the people.
